@Teeside2012 - not what was ment by 'mods', I think the OP ment 'game modifications'. To answer the question - I'd say a flat out no!
It's one of the key differences between consoles and PC's. We don't have/need/want access to the underlying file system (and there may be a security risk Sony giving it to us). Get at game install files and changing them is the exact opposite to the plug and play philosophy of console gaming. Edit: unless you mean officially sanctioned by the publisher mods. Then anything's possible. No reason why a publisher might not release something as DLC. A question for individual publishers perhaps?
Epic actually tried it this generation with Unreal Tournament 3. They ported across a load of popular mods from the PC scene for downloading, and I actually thought it was cool and hoped to see more of it.
Sadly UT3 on all consoles proved about as popular as a bout of the clap at a convent! I do hope with a lot of the F2P PC games coming across though that the vibrant modding scene for these games might see some of the better more popular mods brought across.
However, as for open season on mods on a closed console system like the PS4. Not bloody likely matey. As tmcd35 points out, it's a door Sony and to be fair publishers and games developers won't want to open fully.

UT3 was a lost cause with new gen gamers. Depressing really. UT99 is one of the finest games ever made. Copying that idea though, what if someone like Bethesda were to port over some of the user created mods for a game like Skyrim to the PS4? Doesn't Portal 2 have some sort of Steam Workshop integration on the PS3 anyway? I agree because it is stupid that in the pc version of witcher 3 u have the to download a mod from the witcher 3 nexus where u get to change who u want to play as. But with the PS4 version we can't do a thing and we are wondering If we finish the game will we be able to play the whole game as Ciri.

I'd suggest to get yourself a PC because I don't think PS4 will have this feature. I'm guessing, the only way this will change in terms of which character you can use, will be with DLC.
